About Luis

Luis Luna is a Senior Advisor on Security and Peace Processes with the Latin American Institute for Peace and Security.

​

Luis is a retired Sergeant Major of the Colombian National Army with 28 years of distinguished service and an outstanding career in military intelligence, conflict analysis, and peace process advising. He is a specialist in military intelligence and conflict resolution, with advanced training in Disarmament, Demobilization, and Reintegration (DDR) and negotiation processes from the Folke Bernadotte Academy (FBA) in Stockholm, Sweden.

Between 2012 and 2016, he served on the Advisory Commission of the Ministry of Defense for the peace negotiations with the FARC-EP and the ELN, contributing to strategic assessments and security policy guidance during the talks. In 2017, he was part of the Technical Commission that facilitated discussions for the bilateral ceasefire agreement with the ELN in Quito, Ecuador.

From 2018 to 2022, Luis worked as an advisor to the Office of the High Commissioner for Peace, supporting the design and implementation of security and social dialogue strategies at both national and territorial levels. Between 2023 and 2025, he joined the Colombia Program of the United States Institute of Peace (USIP), where he contributed to initiatives strengthening dialogue, stabilization, and community security.

Luis has worked as well as an independent consultant for international organizations and the private sector in Colombia, with a focus on risk analysis, national security, and conflict prevention.
